Very very old property, no maintenance at all. Door handle will come out in your hands, there is no water flow in washroom so you will not enjoy bath, breakfast spread is nonsense, staff not helpful.

Will not stay again next - Spacious room, comfortable microclimate (ventilation and air conditioning worked) Overall comfortable bed and pillows. Water, kettle and tea in the room. A separate plus - blackout curtains. The hotel used to be very advanced. Now everything needs renovation. The furniture and floors are worn and creaking, the wall decoration is also tired. The room is cleaned by the floor, the walls, frames and window sills are dusty (asthmatics will not like it). Breakfasts are frankly bad, meager and not tasty. Natural coffee only for an extra fee of 3 dollars / cup. The hydromassage bath is faulty, all the plumbing barely worked (the typical shower did not switch well), the water pressure was constantly changing. The spa area is not only for guests, but people also come there to swim with a subscription like in the Fitness center. So there are a lot of people. For some, a separate men's and women's area in the sauna will be a plus.

So where to start from:
- receptionists in the afternoon shift were unhelpful and can not communicate well in English
- rooms need maintenance , torn furniture , rain shower and hair dryer not working and A/C fan has noisy sound which need to be fixed ,we asked afternoon staff to change our room but they refused and their excuse is that maintenance is working on the issue and it should be fixed by 10 pm (guess what , issue was not solved ) so we talked to night shift staff ( receptionist ) and explained the situation and the receptionist was professional, room was changed after midnight !!! ( despite reporting the issue immediately after check in time around 3 pm )

- Vansh (1/5): Misleading Staff, Poor Service – This Is Not a 4-Star Hotel - Nothing because the dislikes took over the likes. This was hands down one of the most frustrating hotel experiences I’ve had. We were a group of 4 staying in 2 rooms at Excelsior Hotel Baku, and the service was nowhere near 4-star level.
On Day 1, we kept calling for basic amenities like water, towels, and toothbrushes. No one showed up. We even went to the reception multiple times, and still nothing was delivered. When I tried to speak to someone about it, there was no manager on duty, and the receptionist cut me off mid-sentence to help another guest. Because of all this, we couldn’t even take a proper shower and ended up delaying our entire tourist schedule.
We decided to stay the second night since we had already paid — and to our shock, the issues continued.
There was no bellboy, no luggage assistance, and staff were either unavailable or simply unhelpful. To make it worse, there was a serious billing issue:
On the first day, I was charged an amount and explicitly asked the receptionist 4–5 times if this was the full payment for the entire stay. He assured me repeatedly that it was. Now, during checkout, I was told that it was actually only for one night, and I was charged again — essentially blindsided at the last moment.
This level of miscommunication and unprofessionalism is absolutely unacceptable. For a hotel that claims to be 4-star, there was no standard of hospitality, no accountability, and no proper management.
I will recommend everyone to avoid this hotel. There are much better, more honest places to stay in Baku.

This hotel has been a complete disappointment from the moment we asked for basic amenities. Since early morning, we’ve been requesting water, towels, and toothbrushes — over the phone and even in person at the reception multiple times. And still, nothing has been delivered.
When I personally went downstairs to complain, there was no manager available. The receptionist couldn’t care less — cut me off mid-sentence to attend another guest, and brushed off the issue like it didn’t matter. That level of rudeness is absolutely unacceptable.
Because of their poor service, I couldn’t shower, our plans got delayed, and now we’re stuck here because we’ve already paid for the second night. Honestly, we’re worried about what else might go wrong.
Avoid Excelsior Hotel Baku — this place is all show, no service. It’s been one of the worst hotel experiences of my life.

They’ve got nice beds and jacuzzi in the rooms too which is amazing. If you’ve already seen the old city, and don’t want to travel to old Baku and only do day trips, this is the place for you. The service isn’t too great. If booking, expect no bell boy to help with your luggage, you’ll need to carry it on your own. Small service to the reception for a bottle of water takes well over an hour, receptionists can be moody and keep typing away at their laptops when you’re trying to ask them questions and don’t even bother looking up.
- stanb704 (2/5): Lovely facilities, Awful staff & Awful service. - Hotel is of a high standard of decor and finish with good facilities, however the staff are completely inhospitable and plainly rude. Completely unwilling to help and should not work in the hospitality sector. We arrived early to the hotel not expecting to be able to check-in, but expecting to be able to use the hotel facilities while we wait, as is the standard accepted practice in other establishments. The front of house staff namely 'Turgut' instructed us we were not allowed to use the facilities of the hotel and told us to "conduct our business and come back at 3" we asked if we could eat and drink at the restaurant (which we would have had to pay for) but was told "leave the hotel and come back at 3". Not only is this policy unacceptable for a hotel that presents itself as being luxury, but the tone and manners in which the staff treated us was unlike any experience I have ever experienced in a hotel as low as 2 or 3* let alone a supposed 'luxury' hotel. DO NOT BOOK THIS HOTEL UNLESS YOU WANT TO BE TREATED AS AN INCONVENIENCE.

- Juma (5/5): Very unaccommodating - Location facilities and ambience They were too rigid in their rules...I bóoked 2 rooms for my family of 4, 2 adults and 2 kids age 7 and 17..one king and one twin ....there was an error in the the booking made via booking .com age showed as child's age 2 and and a single occupancy king room was booked ... Now any other place would have understood it was a technical error and would have accepted and accommodated my 17 year old child ...both the rooms could take in up to 3 persons ...however the hotel charged me an extra 55 manat per day for 3 night amounting to an additional 168 mnat to the hotel cost ...for stay and breakfast for 3 days even thought we did not have bf on the 3rd day as we had and early morning 5.30am checkout ....when we asked if they could pack some sandwiches for us they said it would cost and additional 15 manat per sandwich amounting to an additional 60 manat ...we decided against the sandwiches ...not accommodating at all . Ideally the should have refunded the third day bf cost charged for my son at least
