"Shabby looking cold basement "

The place was a shabby looking basement with no windows. It was freezing cold and I couldn’t get the heating to work. Also I got a strange message in the link from Hotels.com about having to pay for electricity (I wasn’t told about that when I booked the place and I don’t think that is quite OK). The place was located in a not so nice neighborhood and the fellow who handed me the key made a point of locking the door all the time. There was no reception and the fellow on the phone ( same guy with the key) only spoke Spanish so I had to get some colleagues to speak to him. The internet did not work. It’s rated 3 stars but I wouldn’t even give it one. It doesn’t at all look like the photos. I would not recommend anyone to stays there.
