Value for money

I was told I can check-in after 10 AM on the phone by someone at the hotel and when I arrived they told me I can only check-in after 12 PM. So I had to wait in a mall for 2 hours and then around 12 someone called me that my room is ready and I can check-in. But again, when I went there around 12:30 PM my room was still not ready as they started cleaning the room only after I went there.
