Historical location

I really don't undersand why the owner doesn't provide any instructions via booking.com, instead you have to drive to a different location and get an envelope with instructions in a locker, and check this, you have to call him to get a pin code to the locker🤯 how a tourist with data only plan is supposed to call german number? The room was also not cleaned by our arrival
