The apartment was ok. Not a resort but at least no bed bugs. The host helped us to check-in in the late night.

The location is terrible, the neighbors called as "brave" because it is one of the most dangerous neighborhood in Sofia. The building was unsafe and unhealthy with live wires hanging around from the ceiling. Almost all the city was in this condition actually.
