"Nice hotel, parking fee is a scam"

The hotel was clean and a good location. A little hard to find, but for fellow travelers, it sits between a quiet casino and a nice pizzeria.

On our last day that we checked out, there was an older man sitting in the parking lot collecting money for parking. Why wasn't he there the first 3 days. He asked us for money for parking. If there is a parking fee, why didn't they collect it in the beginning, or every day? This put me off.
