"Basement rooms with no kitchen and loud owners upstairs."

It is close to Golden Gate park..

This is not a real apartment. It is a set of basement rooms behind the garage. There is no kitchen (there is a fridge and a microwave but no oven/stove or even a hot plate. And the owners who live upstairs are very loud.
