best location

there was a party on 3rd floor over the week-end, a bunch of girls on party. I asked them to remove their shoes but when they came back from the bars (around 3h00 am, again noisy). Better to respect the maximum of guests in the appartment. Also couldn't have access to my android samsung Pad, impossible to connect me on wi-fi, ok through my cell phone only....wrong router??? I do not know, annoying. Beside that the appartment is just perfect. thank you
