Clean, great location, everything you need for a short stay

The location

Upon arrival the owner accompanied me into the property, handed me the keys and left. Within minutes of inspecting the accommodation, I realized it was not suitable for my stay. I immediately informed the owner, returned the keys and left. He advised that the funds are with Booking.com and that I communicate with them regarding the refund. The entire process from booking to leaving took less than 45 minutes. Booking.com has agreed to process the refund but the property owner has failed to provide authorization. This refusal is unjustified. No financial loss was incurred by the owner as I did not occupy or use the property. By withholding authorization, the owner is unfairly blocking a refund which Booking.com was willing to process. This conduct violates the principles of fairness under CPA (Act 68 of 2008, Sect 17) which protects customers from unreasonable "no refund" practices. Whilst Booking.com has advised that I speak directly with the owner, (which I have already done on several occasions) he has abruptly cut off all communication.
