"Did not stay, hosts won’t consider a refund"

Keys were not where they said they would be

We had booked the place to stay, however a few people had to drop out due to personal reasons. I contacted the booking agent to request a refund as we would not use the house and it was indicated that the money had already been paid to the owner. I requested that the agent contact the owner and request the refund, for which they said they wouldn’t. I manage an accommodation and event space and we will always refund if there are personal circumstance for why people have to cancel. This is just the correct thing to do, especially for a holiday house rental where we did not inconvienance anyone.
