Close to the center

We had noise from neighbouring property having work done from 8am onwards which we wasn’t made aware of and when I contacted the owners they didn’t seem too concerned, she just said there is nothing they can do about it and that the neighbours don’t have to tell them when they are having work done they are allowed to do work within certain hours 🤷‍♀️
