Location was in a quiet neighborhood close to services

We were told by the owners that the previous guests had smoked in the house. They were attempting to clear it out. We asked to enter the property to see if it would be acceptable but were told it was still being cleaned. When we arrived there was a machine in the hallway attempting to take out the smoke. It was still running although we were told the house would be ready. The house had a lingering smell of smoke but it was too late to change. The beds were lumpy, and there as 1/4 roll of toilet paper left and no replacements available. The house was clean overall and tidy. Not a vacation spot, but fulfills utilitarian need for shelter. I understand previous guests breaking the rules is not the owner's fault, but we should have been offered a refund, which we would have taken.
