Staff are little arrogent

My sole reason for booking the hotel with complimentary breakfast was their in-house restaurant as I wanted an early meal due to a scheduled exam that day. On confirming before booking as well as during check-in I was assured that they open their restaurant at 7:30am. But on the day of my exam when I called the reception to inquire if breakfast had been served, they tell me that they don’t even open till 8:30am. They were dismissive of my concerns and told me to take up the issue with the manager who had checked me in. He wasn't to be available till 9:30am. They flatly refused sharing his phone number too. I was furious with such lack of accountability and professionalism. I had to go downstairs and was forced into a heated argument at the reception for as basic a thing as breakfast. Afterwards shouting my lungs off, they complied to arranging plain toast and tea. I finished it in a hurry and went for my exam. I am not an angry person by any means but I hated that I had to shout the first thing in the morning due to their negligence. It made me so disturbed the rest of the day. Why did you need to push a person to their brink if you knew you could, infact, arrange for a breakfast? Nobody's morning would've been ruined if the staff had just listened in the first place. I was glad that the next day they brought in the breakfast at sharp 7:30. Although I do regret that I paid extra for a buffet but had to make do with basic toast and tea both the days. That aside, the hotel is definitely a good value for money. The washroom was clean but you will have to ask for basic toiletries such as a toothpaste, towel and toilet paper at no extra cost. (They were out of toothpaste though!). The sheets were okay but I don’t think they were cleaned thoroughly.
