"Should have booked a hotel, instead of air-bnb villa"

Close to the city.
There was water rationing in the villa because the island was and still is experiencing water shortage. However, this is NOT a force majeure as the owner would like to justify because other homes or hotels, equipped with water storage tank/pump systems, do have running water 24/7. This unpredictable running water schedule caused great inconveniences/frustrations to vacation guests e.g. having incomplete showers and no toilet flush and is NOT rentable or rentable at a discount. Owner/booking.com have turned a deaf ear to requests for compensation.
