Location was good close to shops

The Air conditioning was not working well, the room had toaster kettle, microwave but didn't have any cutlery like knives, forks spoons so I could not make any toast for breakfast. Also, I had booked through Booking. com and paid through PayPal in advance when I checked in the swiped my card and was charged $1 Doller which I thought was to cover for any damage to the room, other places I have stayed on this trip swiped my card but did not charge me any fees?
