staff is approachable

the rate was 2.8k+ when we booked our stay but booking.com/business added fee (not sure if the promo was revoked) when we rebooked our stay due to typhoon paeng. i've tried reaching customer service but they are insisting that they have refunded the amount added for the stay. Yes, they have refunded but they also took it on the same day they refunded it. what kind of refund was that
