"run around , but no bed available"

We arrived tired hungry to an uninviting building in a dimly lit area, no office. found a sign with a QR code directing us to address that our app found 8 mi away with no building. Seeing no alternative we stayed at the first hotel we could find. Next day passed the correct office. Wanting to alert them to our problem, no response to phone call and emails.
