Good location to bus terminal, quite pretty hotel

Asked staff at reception for room with double bed, was told we are down on system for a twin room so we asked to change, we then paid. Took our keys and went to room, which had two single beds. Returned to reception and told them and they said you have already just paid for the twin room which is 600 more expensive than the double room so they can’t swap. We say ok we will leave to then be told they can give us the double room but they can’t refund us the 600 pesos. Really bad service which is a shame as the hotel is quite nice and location to bus terminal is very convenient.
